Strange. I've never seen that. The power lock seems to apply for me when they're still recoiling from the hit.
It may be different if someone gets to an L3 via a passive power gain (like Hyperion or Strange). I could see them throwing an L3 in the brief window before the Power Lock takes effect. But so far, I've had a 100% success rate if I hit them in order to push them to an L3. I'll try to test this though to see if the passive power gain is the issue.
It’s not a huge window, but it’s definitely enough time for the AI to get one off and I’ve done it against him. If you’re waiting for it, it’s doable.
Beast is certainly an out-dated champ with low damage output, but his signature ability is pretty helpful in boosting his damage output an gives him a regen component. Certainly far from useless in the context of this thread.

Rocket's sig made him my MVP for the "Crit Me with Your Best Shot" path in v4. Other than that though, not too useful anywhere else. But that's probably because he's not too useful anywhere else.

I read the title of this topic & was also thinking Groot. Has anyone ever figured out what his sig actually does?
I'd say Rhino. Useless champ, even more useless sig.
Ps I love using Angela. I’d rather those shards give me a new champ though for as hard as they are to collect
