Heavy Handed node currently does not allow you to counter attack after the heavy as the unstoppable lingers and the enemy can get in an attack before it expires.
If this is not a bug please correct the description as it is misleading

    The duration of a Heavy Attack technically includes the time to finish the full animation and return to a state where they can start doing other things afterwards (ie, their “recovery time”). Similar to some SP 1/2 attacks if also unstoppable. Just need to wait a little bit longer.

    Or even more evident an SP 1/2 where a few champs fall down after attacking you and they need to get up first (and in some cases you can’t immediately charge in on them, even without unstoppable, until they get back up). Different champs have different recoveries.

    Yes but it states that heavy attacks cannot be interrupted, if the champion heavy attack has two hit you should be able to attack him after the last hit animation as the heavy is over and doesn't have another part attached with it.
    If the enemy has to get back to a state where it is able to do other moves the description should read differently
