Who is more worth the generic sig stones, 5* omega, or cap iw?

Im confused because people have heard you need high sigs for both champs, so whoever i use them on i want to put all the sig stones possible. Please help! Any advice is all i ask for

With cap you don't really always need 200 sig level, even 90% is almost a guaranteed debuff. Omega has his damage growing linearly, so every next sig stone value is pretty much the same. His unlockable attacks increase also have some increase probability to happen, but I personally not dislike them, as I can't then hit in block to move opponent when they're close to sp3.
I'd say omega of those two, but it depends on your preferences mostly.

Caps worth r5 unduped, omega is not. With that said, omega needs suicides to really shine and get a kick out of those sigs but is still fairly effective w/o

CapIW needs high sig to be effective, at least 90% chance (I think that’s around 60 sigs on a 4*) Omega Red once duped is effective, doesn’t NEED the sigs as such but they have a large benefit nonetheless

Omega needs to be duped + high sig + suicides to get his maximum DAMAGE potential. However, if it’s utility focused, then he doesn’t even need to be duped. Dps will be lower (wayyyy) but he still functions the same way.

CptIW has a base utility of unstoppable nullification when unduped but gets additional utility when duped, and guarantees that utility when highly sig-ed.

End of the day, it really depends on what you’re ranking them up for.
