It is random. Also, if you are quitting and restarting, the rift rewards do not reset. You have to complete the rift for it to reset.
If you’re running thru the rest of the bonus Intel on Master Level, and quitting if it portals you to one of the lesser rewards (to save Energy) then I tend to agree with last reply. The times I quit (saving energy for doing more of the 15 extra Master Runs), the class of the T4CC did not seem to change the next time I went back in.
Makes sense, and would follow similar (unacquired) Item Drops in other quests when not actually finishing the quest.
But you can actually use that to your advantage (if just looking for a certain class T4CC), once that class is there (and if you don’t care about any other Master reward), just keep quitting every time it does NOT land you on that path. Hopefully one of the next runs thru will eventually portal you to that T4CC, and it should still be the desired Class.
