Will it be possible for f2p players to get plat pool?
Based on the announcement the answer appears to be yes, but with two caveats.
First, from the announcement I believe there are five separate pieces and five separate ways to get them, and I am inferring that each way guarantees getting a different piece. So if you do everything, you'll definitely get him. But two of the avenues are not available to F2P players: the unit store and the Black ISO market.
However, it seems likely that every method of getting pieces will have rare chances to get other random pieces. For example the Incursion store offer (which anyone can get with Incursion artifacts) guarantees the Right Arm piece but has eight crystals each with a rare chance to award any of the five pieces.
So option #1 for F2P players: get the Incursion offer, get the Login offer (hopefully this is for units), and get the piece from the monthly events, and then get lucky and somehow pull the other two.
But if you don't get lucky, there's option #2. Option #2 is to hold on to the three pieces you do get, because Kabam says they will eventually make the pieces available again. I wouldn't expect this to happen right away: maybe every six months to a year. But I believe eventually F2P players will be able to accumulate all five pieces. Much like 5* Vision, paying players will get him first, but eventually this will trickle down to F2P players; it is just a question of when.
(Which bundle in particular?) While some will always be a surprise, others will be revealed in advance.
For example, the incursions Bundle won't cost more than you can get in a month in the top tier, but some won't be able to do that the first time it runs, and will have to wait until it comes back in the future.
And those that wish to obtain the fabulous one without buying a bundle from the unit store will have their chance, just not on the first run. These Pieces aren't going anywhere.

Second, you said that free to play players won’t be able to obtain Platpool this first time around, which is understandable (gotta get that $). In the announcement though, it said that the incursions bundle had rare chances of pulling one of the individual parts, so does that mean if a player got super lucky with the incursions bundle, they could actually assemble the champ the first time around? Or is there one specific piece that can only be gotten from the unit bundles this first time, no matter your luck in crystal pulls? @Kabam Miike

Gonna make a guess on how it may go... Let's say they plan on bringing in that Free To Play Bundle whether it be in the Incursion Store or a Side Event Store say 2 or 3 times a Year and Each Time it contains a Different Guaranteed Piece (with the Possible Luck of another piece from the 8 Crystals as well), basically if they go this route it'd be set up so Spenders and Lucky Players could get him within the next couple months (so like Early Access Type Thing) but Free To Play Players can get him within the next 2-3 Years (or slightly sooner depending on the Crystal Luck) by getting these Bundle with Incursion Artifacts or Side Event Currency or whatever else they come up with earned by Grinding Certain Content.
Also have a separate Question, what happens if you get the Same Piece twice or is that even possible? Then if we can get the Same Pieces more than once, will we be able to Form him more than once allowing us to Duplicate him without the use of an Awakening Gem?

Technically, Yes. They could. It's just a pretty rare occurence.
Sorry if this has been covered but will we be able to get ten pieces for the dupe?
That's what I'm curious about, if we are able to get multiple of the same piece then hopefully it's for the Duplicate and not just a Wasted Crystal Roll.
