Characters not regenerating correctly

I'm curious if anyone else has noticed certain champions not regenerating like there supposed to be like namor or the heimdall synergy I did multiple battles and it never seems to be the right amount of health that they get back

Heimdal Synergy for Hold-block and Regen is only 15% of MISSING Health.
So if you are currently at 50% health, you will only Regen 7.5%.
If you are at 85% health, you’re really not gonna Regen that much (only about 2% Regen), it won’t take you from 85 to 100%.
