Shortly after I started playing the game, I think I was sitting in a food court in Vegas waiting to meet someone, and some kind of 4* offer came up. It might have been that one. It might have even been a cash one. I decided to buy it. Pretty sure I got 4* Spiderman. It was long enough ago that I didn't even know if that was a good pull or not.
I'm sure people still buy them. Remember that probably over half the people who play this game will probably play it for less than a year, don't go on the forums or the Reddit, and might not even have an alliance, or if they do its a pick up impromptu one that isn't close knit, and they just play to play. In the long run, those offers suck. But not every player is in it for the long haul, they just want to play now, for however long the game keeps their attention, and saving units for a future that will never happen is actually counter-productive for them.
If you're in it for the long haul, efficiency is important, and spending resources wisely is the way to go. But if you're just a casual player that might not even be around in a year, maybe blowing through your resources quickly for the here and now makes sense.
