Anyways, Jessica has (I believe) been on that pic for a very long time.
Was an Event Quest a long time ago in which she played part of the story line (don't think she was ever an actual opponent in a fight though).

Jessica Jones was originally planned to be a playable champ. But during the first year she was part of the story that introduced Luke cage. She was never added and most likely never will be.
