There are mainly two things here.
Active abilities that always work(unstoppable) and active abilities that only work in specific conditions (evade)

Unstoppable Falter are always working. If opponent has Unstoppable they are always Unstoppable. But opponent with Evade is not always evading(only evade when hit).

Falcon's lock on is always active on the opponent but only work when he hits them.
Unstoppable and Falter always work so they don't count as defensive but evade only works when hit so it counts as defensive.

I know this is kinda hard to understand. And I have a feeling that I could be wrong here.
Again, no way to find out how things have been programmed to work.

Lol I know Unstoppable is similar to falter. I was trying to see how HI_guys would explain Lock on and Unstoppable interaction.

I stand corrected. No need to rub it
How do you stand corrected? Did I miss something?

And here I explaine how Unstoppable/fatler is different from things like evade.

Another example- You can prevent Armor Up from activating through AAR but once activated AAR can't stop it from working.
