romance synergies

I have been in the realm of legends testing romance synergies and they seem to make no difference for some reason. And its not because they are small ones, I have tried two black panthers with two storms which should have 20% enhanced power gain and I have tried a ronin, black widow, hawkeye, winter soldier that should be 15%. Currently I'm on a torch medusa modok angela team that should also be 20% and see no difference. Is this a bug or is this something I'm missing? I've tested each team with one of the synergy members first followed by my air walker, just to see if the synergies only applies to passive power gain. Neither seem to increase, unless air walker's heavy attack charge doesn't interact with the romance synergy. Am I missing how these synergies work?
