Several Small Suggestions:
-Fix his base stats. Good god, fix his base stats.
-Instead of his sp3 penalty, increase duration and potency of Galactus' Favor by 100% per Power Cosmic (except for the power gain)
-Grant the stat benefits of Power Cosmic as buffs (i.e. +1 Armor Up and +1 Fury buff for every Power Cosmic buff)
-Increase combat power rate per Power Cosmic on top of his power gain.
-Have Dark Tides debuffs and passive increase Armor Break duration
Yeah, not much, and I've probably forgotten about some other major flaw he has I just didn't notice.
