Are these the offers that mean you're 100% FTP?

This is an alt of mine that I can't remember if I spent any money on or not. Just curious because I want my secondary account to be true FTP.

Specifically the Peter Parker's x5 offer is something you can only see if you haven't bought anything yet, if I recall correctly. So that offer is the signature offer of an F2P account.
