Yes but red skulls comes from the special 3. Kang gets his from the sp 2 which is faster to reach. Because it’s easier to get to Kangs full power drain than Red Skulls, Kangs is a little better.

Black Panther and Inhumans didn't get their own series in the 1960s because Marvel were constrained as to how many series they could publish at the time, due to the fact they were reliant on National Periodical Publications distributing their comics at the time. NPP is better known as DC Comics these days. Yes, they had to rely on their rivals. Naturally, NPP didn't allow Marvel to publish many comics, which is also why Thor, Iron Man, Captain America, Doctor Strange and others were stuck appearing in anthology titles for several years. Avengers, Amazing Spider-Man, X-Men, Daredevil and Fantastic 4 got their own titles due to Marvel cancelling other comics.
