"Failed to download data. Please try again later"

Can somebody help me out here? I've been having this problem since the February update. I ended up removing the app and I'm still unable to install it even on my other phone as well.

Or just that the download process is having connection type problems (not sure what to say if that is the case) ?
(although don’t think I’ve seen the A10 as being a non-compatible one listed by anyone else)

So it's maybe once you run the game after that monthly App Store Update (or fresh install), that it then downloads the rest of the app (while the game's initial background is on screen), that might be giving you the problem ?
Others have said on monthly updates (after the App Store portion) the rest of download sometimes can’t be done when on Cell/Data service (just Wi-Fi), or maybe dependent on Data plan, etc ? Or some maybe have to toggle it back-n-forth between cell and WiFi to get that game portion of download to complete ?
