Angela's sig is pretty useful though at max sig. Mole Man however has the debuff purify AND evade counter along with a solid damage output. Angela is more sustainable though.

Not most. His damage is still pretty good without frenzy especially with the Shock and bleeds. Remember that Frenzy doesn't increase his crit damage or anything (Except on heavies). Just makes all crits guarenteed which does considerably increase his damage output.
I think both are great options and both of them I think are top 5 in their class. I will go over both of their pros and cons here Angela: Pros: solid damage, easy access to armor break, good sustainability especially with suicides, and when awakened and high sig she has easy access to Dot debuff immunities, and shutting own auto-block. Cons: Must be awakened, without the awakening she only has solid but not game-breaking damage, sustainability, and armor breaks. Must be high sig so that she needs fewer buffs to gain the full immunity and auto block counter.
Mole man: Pros: Good bleed and crit damage, Shock immunity, easy access to true strike, Dot shrug off which makes him more suicide friendly, Unblockable on block which is one of the easiest ways to intercept. Doesn't need awakening which makes him great right out of the crystal.
Cons: True strike goes away at 10 monster mass, so you have to sometimes choose between frenzy damage and countering evade. During frenzy, he loses the ability to shrug off debuffs which can be a problem His heavy attack has bad range, but it is a vital way to get to frenzy (this isn't always an issue, but when it is it can be a crucial issue). Relies mostly on bleeds and crits which makes it so he is a lot weaker for bleed immune champs and crit punishing champs like Mr. Sinister.
Overall both champs are really good, and have different strengths and uses. Personally, I don't like playing moleman due to the heavy reach but that's just me, and I definitely think he is a valuable character just not one that I like to play. In terms of ranking up, I would say:
Duped High sig Angel> duped high sig Mole man> Unawakend Mole man> Unawakend Angela

I think he keeps his true accuracy if you activate frenzy at like 8 monster mass. Idk if it's a bug or not
