Big part of CMM's utility is locked behind the sig, but only give it to her if you know you'll be using her. CGR is decent with it, but you probably wouldn't want to bring CGR in a matchup where you need buff control anyway. Now I just wait for Slayer of Gods to tell me I'm wrong
I'm not even gonna lie, CGR's Sig is insanely good, and those saying he doesn't benefit from awakening are tripping. But regardless, CMM's Sig benefit is miles better than CGR's if you consider it how much it would improve the character's usability. I'd say CGR if you would just wanna leave them at Sig 1, but CMM if you have at least a few stones. Also boils down to how much you use either character and who you prefer. Regardless, @BitterSteel gave an impressive analysis, so that could help a lot with your decision.
