Ronin - crit passive not refreshing

So I've noticed that if I get 7 cruelty and have the crit passive and then rebuild to 7 cruelty that the crit passive does not reset/refresh to it's full duration. The ability description says that getting 7 cruelty gives an 18 second crit passive. It seems like this should refresh EVERY time you get to 7 cruelty the same way that you can refresh stealth Spider-Man's passive fury and passive crit.
