im only uncollected. does this really mean i need to complete act 6.1 to go further?

    No that’s the reason they allowed us to buy the first items 4 multiple times in case someone couldn’t buy a particular item

    Go back up to top of store and buy a 2nd one of the Blue Token (Sig Stone) items.
    That counts for having “spent” another token and you can move on.
