Iron Man Infinity War is generally considered a better defender than an attacker because so much of his well known abilities make him harder to kill when you're fighting him than help you a lot when you're playing with him, assuming you're a relatively experienced player that doesn't get hit often. If you're a new player that gets hit a lot when you attack, Iron Man Infinity War (IMIW from now on) could actually be useful as an attacker.
Personally I think he is underrated as an attacker. Not the best attacker, but not just defense placement fodder. If you can stick the plasmas his damage is pretty good, his repulsor attacks can't be evaded, its decent.
However, above a certain point when it comes to difficult content or higher tier content and higher tier gameplay, Doom is a monster in this game. He has very specific power control mechanics that make him especially good when fighting champions that themselves have a lot of power gain. Power gain is dangerous, because if the opponent can quickly build power and get to SP3 (special attack 3) that attack is unblockable and unevadable, so it will definitely hit you for a lot of damage, possibly even killing you outright. Doom not only is good for preventing a champ from getting to three bars of power, he gets power back in return which means he can use his own specials a lot. Doom has a "rotation" where you can build to SP3, launch that, then quickly get enough power to launch SP1, use that, and then slowly drain the power from the opponent while you build to SP3 again. Cycle this over and over and the target just dies while not being able to do anything back.
On top of that he has a passive stun that most things cannot resist, he can nullify dangerous buffs off the opponent, he deals a lot of energy damage (physical damage tends to be resisted more often than energy), he is immune to armor break (which not only causes you to take more damage, it is also the gateway effect to enable even worse things to happen to you when fighting certain champions) and shock damage, and has unblockable special attacks.
*And* he has very high prestige (which is useful if you are in a high tier alliance doing Alliance Quest).
*And* he is also a pretty strong defender if you choose to place him in Alliance War.
If you like playing with IMIW, that's cool. He's not a bad champ. But when people talk about the strongest, most powerful, or most valuable champs, they are talking about relative value, not absolute value. Lots of champs are useful or fun to play with. But some champs are stronger, more useful in higher tier content or more difficult content, or have other value such as being a prestige champ or being a good Alliance Quest attacker or Alliance War attacker or Alliance War defender. The best of those champs are the ones most people are talking about when they talk about the "best" champions. Doom checks a lot of boxes on the list of things you would want to have in a strong champion in this game.
Also, there is no "best champion." There's only champs that are among the best for a given situation.
