Wonder why hawkeye was chosen over Electra. Hawkeye is at least somewhat useful. Electra is basically a forgotten champ in this game.
Because they don’t decide buffs based on how useful a champion is. As in, they don’t have a list from least useful to most useful (e.g Groot to Quake) and then go up that list buffing.
So that’s why we had Mr Fantastic, already a decent champ before his buff, buffed before some like Rhino, who is obviously way less useful.
Every time a champion is buffed you can always say, well why not buff X first. But that’s just not how the buffs are decided.
Yeah everybody knows the older champs need a lot more love but they also need a starting point and if John doesn't have one, he'll focus on someone else who does.

I've found a couple comments that explain it. One is just about picking champs in general, and was covered by John in the Guilly QandA.
How do you choose new champions to rework?: "There are a few places we look, we have an internal list of champions we feel could use an update/rework. From there we'll go through the list, and start spitballing ideas for designs. When we find one that we really like, we'll take the next step. We've found this ends up being the best for us, just due to how many we release. Updates are largely run by a team of two people, Myself and Dorosh, where the new characters team is made up of around 5-7 people at any given time. That means there's just the two of us(mostly Dorosh) working on updates every month instead of 1 person working on a character every few months . I hope that gives some context into the process!"
And the next was in a thread on Ronin's buff and why he was picked when he's actually decent already.
Someone asked: "What are criteria in picking a specific champ and not picking another, why not actually buffing some really terrible champions is a part of transparency only. Sure they can't make everyone happy but the logic/criteria behind for e.g selecting ronin or angela first over say venompool or rhino should be communicated"
Miike's response: "It's a combination of factors, not least of which is time and classification of Buff. Overhauls take the most time, but even among those, some are more involved than others. Arguably, Diablo is probably the biggest Overhaul since we started our new cadence, and to make that happen, we paired it with a simpler Value only Update.
So, why were Ronin and Angela selected before Venompool or Rhino? Because arguably neither of those two needs a Moderate or Value only Update. We've been pretty open and clear about this. If you only want us to change some numbers on Rhino, he can be out in a couple months, but that's not what people want.
Lastly, it can come down to which ones we have ideas that we like for, and simply... Who we want to update."
It's not simply decided by most useless. It could be they want to update a certain champ, or they had an idea that worked for a specific champion, or one takes a really long time to do - like Diablo's who's was one of the more complex overhauls. There's loads of factors at play, beyond just buffing the most useless champion
