where can I find the attack rating of a champion, is it the amount of damage they do under the hp (is the attack rating 2509)

Yes. Atleast the base of them, before anything is added via abilities or other sources.

Adding to this; the champion page shows the attack rating adjusted for masteries. If you tap on the stat block (tap on the attack rating) it'll open a window that shows the base attack and how much it's adjusted.

Nick Fury, 5-star Rank 5 has a base attack rating of 2301.
