Guillotine 2099 sp3's not doing any damage

I dont know if I'm the only one, but against wolverine x-23 and old man logan, i used an sp3 when they were below 5% to get the rank up (on the event quest 3.2) before fighting toad and I didnt do a single point of damage to them. Any idea why?

There are a couple threads about this already. Many people are having issues with multiple (all?) champs randomly not dealing damage with SP3. I have seen others talking about it in the EQ and I have experienced it many times in the Side Quest. Not sure if it is happening in other content. Kabam is supposed to be looking in to it but wants more info.
