"Ideal" depends on the player. If you are confident in your ability to get 4 neuros in a fight, sig 1 is enough. Others like enough sigs that 3 neuros guarantee shutdown.
There are people who say that 1 is enough based on how likely you get bleeds+poisons. I don't disagree with the math and the probabilities here.
However, what is equally important is when the neuros, bleeds, and poisons fall off. In those cases, you want that higher sig, esp. in high stakes content like AW, wherein AA is one of the most valuable champs. This video is very convincing. It showcases actual gameplay situations where the higher sigs are very significant: https://youtu.be/_py7xJp88sE
As others have said above. Sig 1 is enough to activate the AAR, but the more sigs you put in, the less likely are you to be caught in a place where the AAR is inadequate and costs you the fight.
It depends on how much reliability you prefer. My AA was my first sig 200, and I know that just 2-3 neuros are enough to get the job done.
Imho sig. 1 is ok. sig.200 gives you 40%, that means 3 neuro to cover 100% sig. 1 gives you 25% so 4 neuro are needed to cover 100% obvously the more the better but I will save 199 mutant stones for other characters.
