There should be a 2 week break where people can come and go during the off season as they’d like but then Locked In to an Alliance during a War Season.
@OP: Please reach out to our Support Team for Account specific issues. You can do this in-game via the Settings menu. Just tap the grey gear icon in the top left corner of the home screen.

What happens when there's family emergencies?
The individual can leave.
But you just suggested they get locked in. On the flip side, what happens if someone stops logging in or starts to tank wars on purpose or becomes a cancer to the alliance?

I see you talk about examples without providing a solution. That sounds cancerous.

The point he's making is that the power to kick people, and even the power to deny a player alliance rewards, is an authority that the game gives to every alliance leader (including the ability to delegate this authority to officers) in order to allow them to manage their alliances as they see fit. The fact that players can wield that power in ways you don't agree with is not a problem, it is deliberate. Different alliances are run by different people for different people, and Kabam does not in general judge them. Yes, this means when you give players power, they might not use that power in the best possible way. But there's no way to audit or control every use of officer power. If you take that authority away, then Kabam becomes the final arbiter of every alliance decision. Kabam cannot decide who should stay and who should go, who should get rewards and who should not, who is following the rules of the alliance and who is not, except by making every alliance identical in form.
If you want players to have any say in how alliances work, if you want alliances to be able to have different rules and different organizations and different priorities, you have to let the players settle their own affairs. If you try to make rules that handcuff the alliance officers, you will bog down customer support in a million tickets of alliance management appeals.
Getting the reward for hard fought AW is just but compensation for being kick out of alliance is not kabams doing.. there are lots of factors.. either you were not a good teammate or don't follow alliance war plan or any other factors.. I usually look at myself and try to find reason why the alliance will not require my support.. anyways the only thing kabam can do is let you receive the AW reward but no additional compensation.. that seems fair, I figure contacting customer support is better than posting in forum.. us fellow summoners can only write comments and not affect the situation.
