Not to be a Mr. Opposition here, but a lot of issues with missing hits after an enemy heavy attack is because people rush in to counter attack too quickly. The above vid is very hard to get a good read since it's in slow motion.
Months ago there was a definite issue with DD, Wolvie, Spidey, Deadpool etc missing hits after an enemy heavy and perhaps you're facing a similar issue, but my suggestion would be to try and not to rush in too soon after an enemy heavy attack and see what happens.

Looks like she launched her special as you went in for the attack.
Yes, but who attacked first and what happened with that attack , it’s simple for me , hit didn’t made any impact but I got hit by special. I think it’s my mistake I should waited till she launched her special.
Yeah really noticeable when you swipe back from a Beam attack. Then swipe forward, and whiff, then eat a combo, swipes don't register, blocks don't work, heavy charges mid combo. I've given up on 100%ing act 5 except when my stash is full of revives and potions. It's just frustrating. feels like the game mechanics are being held together by dental floss and bubble gum at this point, fingers crossed for 16.0 but honestly does anybody really believe it's going to be any better when pretty much every update there are more noticeable bugs
Hey guys. Just wanted to pop in and let you know that it looks like this is fixed in 16.1, but I will let you know if anything changes. Thanks for bearing with me on this.
Is it fixing the stuttering? Or the AI able to react/move while the game is "frozen" (for us)?.

Sorry disappoint but, please, those issues are not specific to those champs. Those bugs are in the whole contest.
Video speaks for itself. Around hit 96, I feel the game messing up and back off. Next combo, my 4th hit misses and I eat an enemy combo, killing almost half my health.
This happens a lot with Captain Marvel and Scarlet Witch, usually missing on their 4th hit of a combo.
It's not only SW.
It's the whole game. Every time the game stutter having micro freezes the player champ whiff the hits (aka stay frozen) but the AI can move and it's hitting us back when the frames run again.
In fact, if someone want blame a champ in the video, that is Dormmamnu because he's a lagger.
It is why my questions was about what bug was being fixed, the freezes or the AI able to move when the game is frozen?.
The sad about it is, a "fix" is coming but the bugs aren't being fixed. Bunchs of Micro patches for "very specific champs" are being added every time, instead fix the main and generic and real bug then the game mechanics are unnecessary inflated and every new version is slower and prone to bugs than before.

Yep, they're ignoring the lag/micro-lags and game freezing. I have another thread about game lag and it's under investigation, but I doubt they'll address it again unless I post another video after the next update.

It's not only Cap Marvel.
Every champ misses hits "especially" (in my experience, only) when the game is "messing up".
