both unawakened, who do i take to rank 2, she hulk or immortal abomination?

If not, that's a genuinely tough choice, but you really want them both.
Are you any good at dexing special attacks? If you are, then shulk may be better. She has a higher skill ceiling than iabom and is arguably better than iabom, the better you are as a player.
Iabom is more forgiving. Monthly EQ, iabom is probs better. If you run willpower, he is seriously sustainable.
Shulk is better for baiting specials, power and heal reversal, evade counter, unstoppable counter and top end damage. She's also very good in the monthly EQ and generally one of the top options bar iabom. Awakened she's a brilliant void counter. She's also immense if you get mr fantastic.
So, if you're an average player and have willpower unlocked, then iabom will help you a lot. But there's a reason why MSD loves shulk.
