Consumables have to be given out when the players need them not when the problem is fixed.
The last part is the key. And it's the part they absolutely failed to do. They gave a few paltry revs and potions a few times. They even gave some for a completely different issue a couple of days ago.
But... and here is the rub of it, while they were giving out over the top (imo)comp packages for aq and aw they almost completely ignored the other aspect of their game. Almost as though that aspect had no issues. Well we know that is not true.
And while I agree in principle with what you are saying ie, how it should work, a few things to consider.
Mcoc has a history of handling compensation packages from which the playerbase can draw upon. One need only look back to nearly every other comp package handed out in this game. Almost all came upon resolution of the issue. (Not for nothing, but the contents routinely contained....pots and revs... even the energy issue a couple of days ago, not relevant to the point just found it interesting).
It is kind of kabam's preferred and established choice on how to handle issues. Reactive rather than proactive. Which is what it is. I make no judgements on when they choose to hand out comp, but by their own historical handling of previous comp, they establish expectations to the playerbase. So for players to assume a similar handling here is the norm... not the exception. It is a reasonable expectation based upon kabam's previous history. You can talk about how it should work but then there is how it does work given this company's own choices.
Now for aw and aq comp packages. These were in fact, the exception rather than the norm given kabam's history. Now I suppose one could argue that this particular input issue is one of a kind and I would agree. It really is unprecedented in games I've played. Kabam demonstrated unprecedented levels of comp for aq and aw but pretty much ignored the other aspects of their game. They should have been more proactive when dealing with individual comp all along. But they weren't. They chose to pretty much ignore it. Which in turn reinforced the idea that for the individual player experience, it was business as usual. Which leads us to now.
I do not think it even remotely unreasonable for players to expect pots and revs in this care package given kabam's own history and utter failure to address the individual issues for almost the entirety of the duration of issues. The fact that they are calling it Carina's care package in game initially gave me an ever do slight hope that the real comp package was coming someone after EOP or the 4th. Emphasis on slight.
Call me an optimist or a fool. I just can't imagine a game company that would have these highly impacting game issues and do next to nothing as far as real compensation goes for the individual. Cause in the end, primarily this is an individual game.

Kabam doesn’t seem to understand that 1. The issues aren’t fixed, and are worse since they’re last fix.
2. Compensation costs them nothing. It’s a digital good. They have a literal printing press of compensation that they could use to make up for the state of the game, but they do almost nothing.
I’ve said on the forums before that my patience for this game and this company is running low. After this pathetic attempt to make up for a year of struggling to do stuff I used to excel at, I’m out of patience.
I told my alliance leader I’m leaving.
There’s just no getting through to kabam and so there’s no point in me trying anymore.
I’ll go play some game where the company is grateful and enthusiastic for my money and support, not entitled and disinterested.
