Battlegrounds Exploit

After testing out the new Battlegrounds game mode, I have encountered 3 individuals using the same "exploit" to face weaker players. As there are no restrictions on what champions one may bring into the game mode, many high players will add very low tier champions, such as 2 stars, into their roster to face weaker opponents. As an uncollected player, I have faced a Paragon player, with a rank 4 Kitty Pryde, and half of his roster has rank 2 or above six stars, the other half being 2 stars. Please note that during the champion selection process, players are still able to pick the highest ranked champions, so they are rarely forced to add 2 stars to their team.
It would be more effective, in my opinion, to matchmake based on in-game progress rather than average hero rating. This way, it is much harder for individuals to exploit and ascend the ranks faster, depriving less-developed players of any chance to win.
TL;DR - many players are balancing their rosters with very weak champions, and this allows for them to fight weaker opponents in battlegrounds
