Fate Seal and Mystic Dispersion

Quick question - does fate seal trigger mystic dispersion? Since it technically prevents buffs from activating I didn’t know if that meant it counted as a nullify or not.

    The buff needs to exists to then expire before it can proc mystic dispersion.
    If no buff exists, no power gain
