More about neutralize

I know neutralized is bugged with the bg meta but I believe it is bugged with protection nodes such as ebony knock down and intercept. I could be wrong, however, those nodes state when protection comes back up debuffs not passives will be purified. Well neutralize is a passive and it is purified when protection comes back up. Bug or is it intended this way?
