Wish crystals were a proposed idea to address giving players more ability to target champs in crystals. Over time they did other things instead, such as the rotating Cav crystals, increasing Nexus crystals, and the annual selectors. They haven't scrapped the idea, they haven't implemented the idea. They just did other things instead.

The annual selectors, in particular, were basically better wish crystals. Wish crystals were never going to let people just pick whatever champion they wanted. But the annual selectors, within at least a calendar year of release, let players do exactly that. Just pretend those were wish crystals if it bothers you enough, because they were for all intents and purposes wish crystals only better.
