Does Safe Location Change in Sinister Vault?

I’ve seen a lot of posts saying the safe in TL5 is in the Havoc path, however, I did that one and only got the 2.5k 6 star shards, no safe. Sorry if this has been asked, there are a lot of posts right now about the bugs in side quest, but didn’t see this one.

    There was a bug earlier today where players were only given one of the items on that path, but not both. They’re working on compensation for people who were affected. The Safe location is static.
