Neutralize doesn't prevent buffs on 8.2.6

As you can see Neutralize is active but Herc's buffs keep activating for some reason, very painful!
My video isn't accepted, here are screenshots:
00:24- Clearly just activated Neut

00:27 - Neut is still active

00:28- Herc triggers power gain (worked the same with the indestruc/unblock buffs)

There is a node with additional ability accuracy there. So neutralize doesn't work.
