    i only get the 100% explore rewards.

    “Completion” means having done 1 path (at least) thru whatever grouping of rewards you are looking at.

    “Explore” means having done 100% (every path) of that grouping.

    Your pic shows Chapter 2 you only have done 10% (and so only 47% of the entire Act), which is probably 1 single path thru all the quests of Chapter 2.
