What is the Challenge Rating?

I've been seeing a lot of people talk about the Challenge Rating for 7*s as one of big bonuses for them.

Is it new or have I just not noticed it before?

But more importantly, what is it exactly and how does it improve a champion? Frustratingly, there's no explanation in the champion profiles.

    Thank you, that was quite helpful. I'm usually pretty wary of videos like that but that guy was clear, precise, and informative.

    There are a few YTers who have little interest in drama, complaints, and such and instead focus on the gritty details of the game -- nodes, abilities, interactions. Campo and Daddylonglegs are two I like, but there are others.
