Based on the above we can assume that
Tier 1 will have your master alliances.
Tier 2 will have your p1 alliances.
Tier 3 will have your p2 alliances.
Tier 4 will have your p3 alliances.
Tier 5 will have your p4 alliances.

There is NOT a direct equivalence.
Except to say that the higher your War Rating, the higher Tier you are in, which means you can potentially earn a higher amount of points because of the higher Multiplier.
TIERS (% based) are based on your Ally's War Rating, relative to all the other alliances who do wars. That % breakdown per Tier is your War Rating “ranking” relative to the “denominator” (total # of war alliances).
While Masters/Plat/Gold/etc are based on IN-SEASON Points, with fixed # of alliances falling into each of those “Medal” brackets, based on their ongoing IN-SEASON Points earned in Wars.
