Basically this is what it means. When you are using a champ that reduces the opponents ability accuracy and benefits from it (Black Cat, BWDO for example), you put a debuff on them that gives you an additional opportunity to capitalize on an ability failing. The ability accuracy reduction reduces the 100% success rate of the beeper and if the beeper beeps then you get whatever the interaction is that takes place for your champ.

To add to this, there is an ability rune that gives you a buff that increases crit rating whenever an opponent ability fails, it is very nice.
