I think you can only do 4-5 next month, IIRC you need to finish the cap's enlistment something for the first 6* dust,
so, my choice for 5* gonna be Quake since she is not available as a 6*

That's not really an "either/or" scenario. Since 4* and 5* champs will have a different type of ascension dust than 6* champions.

Can you use this on max ranked champs? Like on a 6s r5? If so how does that work?

Yes. But you can do it to any champ, they don’t need to be at a specific rank or at max.

You need to collect enough dust and gold to boost them.
