Missing battlegrounds?

in Bugs and Known Issues
I don’t know what the required level or act completion it takes for battle grounds but for the last season or so my younger brother who is conquerer and almost uncollected is missing battlegrounds it doesn’t appear on his fight page but last season he made it to Gold or so someone fill me in

    Last season was special case where they allowed those players not yet Uncollected to be able to do BG.
    This season it is back to normal, need to be UC or above.
