Iceman sig - Does it double in BG?

If a rank 5 iceman sig 200 does 9500 energy damage, at the start of the fight, does that mean in BG as a defender he will do 19000 because he has +100% attack?

    If it is based off attack values, it will. I believe it does, but i could be wrong.
