Why does war rating exist? And why are there rematches in a season?
For war rating, I don't see the logic behind it because there is both tier and leaderboard to base matchmaking off of and display alliance performance. Current system creates subgroups within a tier essentially giving a handicap the lower you go.
For rematches, there are 20 masters alliances each season yet rematches are near guaranteed for some reason instead of facing other alliances in that pool.

Ideas to fix:
Option 1 - Remove rematches
Option 2 - Remove rematches, matchmaking is based on tier and leaderboard position. Since leaderboard is not public for wars 1 and 2, then locally treat it based on last seasons standings or have all alliances in a respective tier at the same standing to start.
