I don't understand why I (a TB) am being matched against so many Paragons? (most with Legend label)
My roster is ok, but I'm matching up against rosters with near double my rating! I'm having a tough time getting a fair match and I'm not sure why.
My highest rated champ is a 7* Falcon (duped) at 20K and my lowest is somewhere around 12K. (Just for BG not full roster)
Any ideas?

I'm in Diamond 1 and I've played against Legends with (surprisingly) pretty weak rosters.
I've also played against weaker opponents who've beaten me.
All this also depends on roster, match up, and skill.
Basically, it's a way to give you a BG experience without you getting bullied by Paragons in bronze. You can get some of the early tier rewards and experience battlegrounds but if you want to earn rewards after Plat 2, the training wheels are off and you have to really fight for them.
It might seem unfair (given that there's a million threads about it every day) but think of it this way: Everyone is completing for the same rewards, so you should have to be able to beat those in your tier to move on. Eventually as the weeks go by the competition becomes easier as people progress.
I can't think of a single PVP I've played that had a competitive mode but held your hand and only matched you against people around your level.
It's been a really long time since I played WoW, and it might not be the best comparison, but you couldn't be a fresh level 70 and waltz into Arena and hit Gladiator in your blues and greens you got from leveling up. You had to grind out appropriate PVP gear in order to have any shot making it anywhere.
Same kind of logic applies here, you can't expect to be Cav or TB and not have to fight people who have put more work into their accounts if you want to progress past them.
Even in MCOC, you’re insulated in war so that you can only climb tiers very slowly across a number of seasons. As you do that, your skills and roster are improving and you eventually reach an equilibrium of sorts where you win between 4 and 8 wars every season.
BGs has not yet found a solution to this wall. You progress almost immediately (compared to war) then suddenly you’re in waaaay too deep in a way that almost makes the mode not worth playing.
The hint summoners should take? Turn back to story content and monthly content to improve your roster and skills. That hint is impossible to take when Kabam puts half a 7-star and a quarter Titan crystal in the milestone rewards, because those rewards dwarf anything else reasonably accessible to the players in question.
The solution? I don’t know, but there should be a bump in solo reward points 1) for reaching gladiator circuit at all (say, a one time bonus of 50,000) and 2) more points awarded for playing more competitive matches. #2 shouldn’t be anything crazy, but maybe 3000 for a loss with elder marks and 9000 for a win with elder marks?
Middle Tennessee is not in the same conference as Alabama and does not have nearly the same roster strength. These matchups happen every year.
While no, High School will not play College teams, they are not in the same competition. It's the same sport, but not the same competition. Cavalier players are in the same competition as Paragon players. Just like a little league team in baseball isn't going to play a MLB team. If we had different modes for BGs that separates Cavalier accounts from playing TB or Paragon accounts, then you would be correct, there should be cross competition if the game mode is different for one progression vs another, but that's not what we have.
This is an upcoming match for Alabama-
They are playing an unranked team outside of their conference and this is their schedule-
They haven't played any other ranked teams this season.
The correlation is that both teams are Mens NCAA football teams.
The solution to the "wall" is that summoner develops their roster and progresses. We saw this with EOP as well.
