Despair doesn't work in BGs?

Description of the Issue: I have maxed out Despair mastery. And In BGs I have noticed, that sometimes opponent keeps healing even when they siffer 7+ debuffs. Like at screenshot, Dani has 19 debuffs on her at the moment, yet she still recovers 164 hp per tick. Maybe I'm missing something, but despair doesn't say that it reduces healing for each UNIQUE debuff, so my 19 debuffs should shut off opponents healing. Battlegrounds node also doesn't say anything about regen modification rate. And I've encountered this with different champs and with different opponents. So is it just bugged or what?

It's an ongoing issue which Kabam haven't addressed or they did and I missed.
