I gave all my accolades to old friends that are NOT in my alliance. Does that mean (looking into it) that I won't get all tiers of the rewards?

You still get the points toward crystals in the accolades event. Doesn’t matter if they’re in your alliance.

If by “looking at it” means you are currently short of max Accolades milestone, you get another 10 (9 by now) from a calendar to give away the rest to reach max accolades milestone.

But, really, unless you coordinate with others to make sure people are gifted at least 5 (or 15) of the same color accolade, they really don’t do the receiver any good.
So (without coordinating) at least you can save the initial batch and then send then out 2x (of same color) each day (as you get another in calendar) both to same recipient. To help them reach their 5 needed for a profile pic.
