They are keeping him in (and will only appear in “Lunar Themed” zones), but won't ever be a boss there.

They couldn't completely remove him from all zones, so he can still show up on paths of the zones that feature iron heart or dust. Be grateful that you weren't like the other person that had mephisto on all 3 lanes.
