iOS: Still no background refresh

Why you haven’t yet included background refresh in 16.1?

I’m pretty sure this would fix the iOS app switching/restart issues.

The apps I use that have this function and are listed in the background refresh menu do not always restart. So what’s the reason not to implement this function?
