I completed actions to unlock and activate threat level 5 objectives and claimed rewards. Was that supposed to unlock threat level 4, 3, 2 and 1 as well. Did you guys not get those rewards of threat level 4, 3, 2 and 1 as well or it's just me.

The objectives don’t say T.L. 5 or below. For 5 it just says 5.
