I just reached summoner level 55 and got this free mastery point recovery item.

    Or doesn't know about it (or history of game) if newer player ?
    That item was originally the only way to Reset (ie, clear out everything) to no points in any node.
    (Forget if it was just for 1 of the 3 mastery trees, or for all trees offense/defense/utilities.)

    It was NOT to be able to bypass the incremental Unit/Gold costs to rebuild them back to something else afterwards.

    People got a few of those “Recovery” items along the way, but otherwise had to spend Units to do additional Recoveries.

    Much later, these became obsolete since they changed it so you didn’t need to use a “Recovery” item anymore. (But still cost Units/Gold to rebuild them after recovering them)

    **note, this has nothing to do with the much more recent change that added different mastery loadouts that you can switch back and forth between saved mastery sets now.

    Item in Summoner Progression probably a leftover remnant from early days, and they just never removed it.

    You could clear out your masteries at any time you wanted, it just cost you extra units (like 35) to clear them. The purpose of the mastery reset item was to give a free way to reset the masteries.

    Go to the inbox tab and click new message, There write the name of the recipient and write the text you wanna convey. This will start a chat with the recipient.

    You can also add multiple recipients to the same chat, which essentially makes it a "group chat"
