Are we only supposed to get 1 raid fever for every objective ?

I just did 22 objectives and had 22 raid fever. Is this working as intended or am I missing something ? I've read through the nodes and don't see anything saying you get 1 raid fever per objective.

    You get 1 naturally and 6 more per (insert unique buff feature here). For example, you get 6 more per precision on you with assault crit crusher tactic.

    Thank you....so since the fight is so passive, I'm not getting any additional
