Red Magneto was pretty much irrelevant after Act 6 for me, he's still sitting at r3 so I'd go Kushala who's actually meta relevant in a lot of game modes at the moment

Kushala is very useful throughout later story content.

A very frustrating thing that people often don't realise about the later story content is that a lot of it has a universal node to prevent ability accuracy reduction - it makes several champions borderline unusable if they rely on the mechanic, Red Magneto is one of them. Sure he can still do some great damage via his SP3 with 30+ prowess, but without the AAR vs #Metal he's just not as effective.
